How are council tax bands determined in the UK?

Council tax bands in England and Scotland are based on the estimated open market value of your property in April 1991, regardless of what the property is worth today. In Wales, properties were revalued in April 2003. Bands run from A (lowest value) to H (highest) in England and Scotland, and A to I in Wales. Band D is considered the standard reference band on which the council tax rate is set by each local authority. Who qualifies for council tax discounts or exemptions?

Can I appeal my council tax band?
